Can I remove the cups?

This design does not use removable cups. Support comes from the fabric layers and construction, so there are no inserts to adjust.

Will the back straps stay in place?

Yes. The back construction is designed to lock straps against your shoulder blades so they do not slide during overhead or lateral movements.
